At Senegalthe urgency is first of all the adoption of a law on the budget, a necessary step to decide what to finance and how. This debate was blocked last June by the former majority.

Priority number 1 now by the end of January at the latest – the deadlines planned for discussions in the hemicycle will have to be shortened – Senegal must have this roadmap, to give the various ministries the means to work and start to implement the promises contained in its economic development plan: Senegal 2050. All in a very tight budgetary context and with strong expectations from the International Monetary Fund (IMF).

For economist Magaye Gaye, the urgency is first of all to adopt a finance law for 2025: “ The new majority, which came to power for 7 months, for political reasons, well these new authorities were obliged to work on the basis of the old budget. This 2025 finance law, once adopted – and, I hope, before the end of January – will finally allow the new authorities to begin to translate into concrete action the Vision 2050 economic program proposed to the Senegalese. » He continues: “ Finally, we will then have a road map which will make it possible to deal with the numerous emergencies linked to employment, the cost of living, but also the implementation of effective economic programs! It will also be an opportunity to send a strong signal to international financial partners. »

Repeal of an amnesty law

The new authorities also know that they are eagerly awaited on the promise of accountability, and in particular the creation of a High Court of Justice, the only institution authorized to prosecute a former head of state. A qualified majority – therefore, a minimum of 99 votes – is required to adopt it. Prime Minister Ousmane Sonko promised to get on with it very quickly, in the new Assembly.

Ditto for the amnesty law: Ousmane Sonko promised to repeal this text which exempts from prosecution all those involved in the demonstrations and their repression between February 2021 and 2024. Text adopted in the very last days in power of Macky Sall.
