Minister of Transport and Infrastructure Abdulkadir Uraloğlu explained that the Secure Internet Service (GİH) emerged in 2011 in line with the complaints and demands regarding the safe use of the internet in Turkey and said, “Many complaints were made on this issue to the Information Reporting Center of our Information Technologies and Communication Authority. The results of our research showed that families are especially concerned about inappropriate content on the internet and are looking for solutions. GIH was developed to respond to this need.” he said.

Uraloğlu stated that GIH aims to protect subscribers, especially children, from negative content on the internet and said, “Subscribers can be free of charge and free of charge from websites that traffic in banned substances, contain violence, publish on racism and hate speech, make terrorist propaganda and describe crimes, as well as fraud sites.” has the opportunity to be protected.” said. Uraloğlu stated that there are two profiles, Child and Family, and said that users who choose one of these profiles have the right to immediately report the problem they encounter and request that precautions be taken. In his statement, Uraloğlu stated that the work on GIH is based on the provisions of Article 41 of the Constitution, titled Protection of the Family and Children’s Rights, and Article 58, titled Protection of Youth, and said, “In addition to these Constitutional provisions, the Electronic Communications Law regulates Consumer and End User rights.” The provisions and Article 15 of the Consumer Rights Regulation, titled Safe Use of the Internet, issued in accordance with this law, also determined the scope of the application. “The regulation obliges operators to provide free alternative services for safe use of the internet.” said. Uraloğu stated that the studies were reorganized within the framework of legal bases as Procedures and Principles for Secure Internet Service with the decision taken by the Information Technologies and Communication Board in 2011.
Uraloğlu also touched upon international conventions and stated that the work is regulated by the regulation of the Council of Europe Cybercrime Convention regarding minors, the relevant provisions of the Council of Europe Convention No. 201 for the Protection of Children against Sexual Exploitation and Abuse, and the additional protocol to the United Nations Convention on the Rights of the Child.
