The greenhouse of the municipality of Utrecht is not yet empty. The municipality currently has a reserve of 8 million euros. Part of this, 2 million euros, is set aside by the municipality for students in distressing cases. To cover the estimated deficits, the municipality must use a large part of its reserves.
