The Freedom of Pressure Regulation is one of Sweden’s constitution and was adopted in 1949.
Among other things, it states the right for everyone to take part in the documents’ documents.
What is a general act?
§ 4 A document is general, if it is stored with an authority and according to § 9 or 10 is to be regarded as received or drawn up with an authority.
Section 9 A document is considered to have been submitted to an authority, when it has arrived at the authority or has come to a handicraft executive.
The right to access public documents
Section 15 Anyone who requests a public document that may be disclosed shall immediately or as soon as possible and be allowed to access the document in such a way that it can be read or intercepted in other ways.
Requirement to diary actions
If the public is to be able to fully use the public disclosure, it must be able to get an overview of the documents that exist with our authorities.
Therefore, the authorities have an obligation to draw up registers of their general documents.
This is stated in Chapter 5. § 1 of the Public and Secrecy Act, OSL. It is said that the authorities have a registration obligation – that they must diary their general documents.
