In the National Assembly of Madagascar, the sling is organized to counter the government. On Wednesday December 7, more than two-thirds of the deputies tabled a motion of censure against the government of Prime Minister, Christan Ntsay, reproaching, among other things, the non-implementation of projects included in the general policy of the State, the interference of the executive in the internal affairs of the Lower House as well as the resurgence of acts of corruption.

The motion of censure should have been put to the vote on Friday, December 9, but, with a thunderclap, after a violent call to order of the deputies of the majority by the President of the Republic in person, the President of the Lower House announced, Thursday, December 8, that the motion of censure was inadmissible.
All day Friday, between the walls of the National Assembly, negotiations followed one another to finally reach a unanimous agreement: the deputies refused to hold the usual ” questions to the government “.
Mamy Rabenirina, third quaestor in the National Assembly and deputy of TIM, party of Marc Ravalomanana, does not budge: ” For us MPs, the government is no longer legitimate. […] If the vote had taken place this Friday, at the time it is, the government would have been obliged to submit its resignation, in accordance with the text. I think everyone was aware of this and that is why the executive tried, by all means, to block the motion. »
The President of the Assembly violently taken to task
Off the microphones, the deputies of the IRD, party of President Andry Rajoelina, indeed tell how on Wednesday evening, they were summoned by the Head of State in person to push them to reconsider their decision to dismiss the government . During this meeting behind closed doors, the President of the National Assembly would have been very violently taken to task by Rajoelina, in front of the sixty deputies of the party, dumbfounded.
” Our president Christine Razanamahasoa has been humiliated and that, we do not tolerate it. […] She informed us of her intentions to resign but we have just decided, within the permanent bureau, that we place our trust in her and that we refuse to allow her to resign. says one of the members of the permanent office, elected under the IRD banner.
The head of the National Assembly did not resign but the motion of censure was rejected, on the grounds, one can read in a press release published after the closed-door meeting, ” that it does not respect the constitutional provisions in force “.

To counter-attack, the deputies unanimously decided to cancel the questions to the government scheduled for next week, explains Eléonore Johasy, independent deputy: “ This refusal of the “face-to-face” is the reflection of a fracture between two institutions, the government which is the executive power and the Parliament which is the legislative power. Yes it is legal. It is a way of marking this separation of powers. We are masters on board in the conduct of the business of the National Assembly. »
