The first traditional weekly meeting of Macron’s second five-year term will not take place until Monday. Around the table, far fewer ministers than during the great raout of April 28, which was supposed to be the last council of ministers. Indeed, the secretary general of the Elysée, Alexis Kohler, announced only 17 names of ministers.

Reshuffle or new government? These two terms have been used since Emmanuel Macron’s victory in the presidential election to refer to the future ministerial organization. But which is fairer? In reality, it is not a ministerial reshuffle but a new government. Indeed, Jean Castex presented his resignation as well as all of his ministers, thus resulting in the complete formation of a new government. On the other hand, a reshuffle is not consecutive to a resignation and is carried out if “one or more ministers wish to leave the Government”, that a member of the government is dismissed or that important modifications are made “either when the Government has been in place for several years and that the need for a change is felt, either when it comes under strong criticism in public opinion, or even experiences electoral setbacks”, specifies Vie-Publique.
