According to the proposal, information on consumption and amounts must be kept secret because this could otherwise be used to single out individuals, the government believes. That view is not shared by the Legislative Council, which objects to the fact that the information would violate privacy.
The Council of Law also directs criticism that the referral period – one week and one day – for the two memoranda on which the proposal is based was too short, citing that it is about making an exception from “one of the cornerstones of our democratic state, namely the right to take part of public documents’.
