The key proposals of Attal and his allies

To convince the French to vote for the presidential majority in the legislative elections, Gabriel Attal presented the program of Renaissance and its allies, of which here are the main detailed measures.

Following the dissolution of the National Assembly by Emmanuel Macron on June 9, the French must return to the polls this Sunday for the first round of legislative elections in order to designate the 577 deputies who will vote on the country’s laws in the coming years. To convince voters, Prime Minister Gabriel Attal detailed the complete Ensemble program, which notably brings together the presidential Renaissance party, the Horizons movement of Édouard Philippe, the UDI chaired by Hervé Marseille and the Modem of François Bayrou.

For the head of government, the presidential party is the only one that can meet the needs of the French, “we are the only ones to talk about your problems”, he boasts during a press conference. He calls on the French not to disperse their “voices in the first round”. “The question is who governs, with what legitimacy (…) You have on one side Jordan Bardella and his ilk, on the other Jean-Luc Mélenchon and his ilk” he concludes during this same speech.

The presidential majority’s program, Together, is about a dozen pages long and details the key measures to improve power. purchasing, measures in favor of housing, employment, health but also the environment, or its position on international issues. We explain in detail the main measures supported by Renaissance and its allies.

Measures in favor of the purchasing power of the French

This is the unavoidable theme of these elections, as the purchasing power of the French has been affected for many months due to inflation.

  • Increase in the ceiling of the value sharing bonus (PPV), formerly the “Macron bonus”. Companies will be able to pay “up to 10,000 euros per year without charge or tax”. Another objective of the government is to pay this bonus monthly.
  • Lower your electricity bill this winter. Gabriel Attal confirms Bruno Le Maire’s announcement, i.e. a 15% reduction in the bill from next winter. This will represent on average “200 euros less” on each invoice.
  • Group purchase of school supplies.
  • On salaries, nothing new announced by Gabriel Attal. He even speaks out on the measure proposed by the New Popular Front to increase the minimum wage to 1600 euros per month. It is an aberration according to him, because if this measure sees the light of day, “it is 500,000 jobs destroyed almost immediately”.

Health measures

  • While the price of mutual insurance continues to rise, the Prime Minister is committed to more accessible health costs with the creation of a complementary health insurance at just 1 euro per day for those who are not covered by mutual insurance.
  • Reimburse the purchase of wheelchairs in full.
  • Against medical deserts: Ensemble proposes to double the number of trained doctors, and to establish a system that guarantees the French will have an on-call doctor less than thirty minutes from their home starting this summer.

Measures in favor of employment

  • Experiment with a four-day week.
  • Reduction of employer contributions “above the minimum wage” for companies. The head of government explains that this measure aims to free up “salary increases”.
  • Help create 200,000 industrial jobs and open 400 factories.
  • Implementation of a new unemployment insurance reform from July 1, 2024, by decree.

Pensions, a sensitive subject for the presidential party

The presidential party has decided to stick to its law. However, Gabriel Attal promises a revaluation of the amount of pensions in line with inflation.

No tax increase is part of the program

  • No tax increase. The Prime Minister was proud to announce that the government, since 2017, had lowered taxes (elimination of the TV license and the housing tax, reduction in income tax for the least well-off people). In case of victory, the government wants to “enshrine in law a budgetary golden rule” with the ban on increasing taxes, “whatever happens”.
  • The abolition of gift tax, “up to 150,000 euros per child” and 100,000 for grandchildren.

The international

  • Israel-Hamas war: Renaissance does not want to recognize a Palestinian state until “the conditions are met”.
  • Sending aircraft, weapons and ammunition to Ukraine.
  • By 2030, the French army budget must be doubled.
  • Impose a European trade shield.

The environment

  • The construction of “14 nuclear reactors”
  • “100,000 clean vehicles for rent at 100 euros per month” each year.
  • Reduce the use of pesticides.
