After six months of consultations carried out by his teams on the ground, the Minister of the Economy presented his “bill on the simplification of economic life” to the Council of Ministers this Wednesday, April 24.
“ The objective is to simplify the lives of business leaders and owners of VSE-SMEs. The general demand is less paperwork. A business owner can spend up to eight hours of his week doing paperwork when he is there to create jobs and prosperity for his business », defended Bruno Le Maire the day before on France 2.
For Bercy, this “ too many standards » would also hinder the competitiveness of businesses. The Ministry of the Economy estimates that the weight of the administration would cost the French economy at least three points of GDP each year, or 84 billion euros.
Digital safe, single platform and simplified pay slip
The “action plan: simplification!” » of the ministry therefore lists 50 very disparate measures. One of the most emblematic concerns the announced elimination of the 1,800 Cerfa administrative forms that business leaders must complete for any procedure, whether requesting a building permit or declaring sick leave. By 2026, 80% of these forms will be deleted and will disappear entirely in 2030.
The government is also planning the creation of a digital safe to prevent companies from having to send the same documents to different administrations, or still aims to bring together all public procurement calls for tender on a single platform.
The Ministry wants to include an “SME test” which would make full-scale tests mandatory for companies before the application of any new standard. This other measure is requested by the Confederation of Small and Medium Enterprises (CGPME). Finally, other announcements concern employees, such as the promise to establish simplified pay slips. These should go from 55 lines today to around fifteen.

“ Many of the measures presented by the government stem from requests made », greets RFI Laurent Munerot, vice-president of U2P, a union which represents local businesses. “ These hours spent in administration will soon be able to be devoted to looking for new markets, canvassing or designing more », she adds. The text still needs to be adopted. Part of these measures must be discussed in the Senate from June 3.
