The government presents this Wednesday in the Council of Ministers its “full employment” bill, which should give birth to France travail, the successor to Pôle emploi. Better support for job seekers, or organization of the public childcare service: this new network aims to simplify access to employment by allowing better coordination of the various players.

For the government, there is first and foremost the desire to achieve full employment, i.e. an unemployment rate of around 5% in 2027, whereas it is currently 7.1% with the idea, as a backdrop background, that ” no one is unemployable “.

With the creation of France travail, the idea is to create a single point of entry for all people seeking employment or encountering integration difficulties. Currently, the State is responsible for supporting job seekers, the regions offer training, the departments manage the integration of RSA beneficiaries, and the communities the issues of childcare or housing.

All this “small world” will have to work together. It is now a question of playing collective said Prime Minister Elisabeth Borne. All job seekers will have to sign an employment contract at the start of their career, including RSA beneficiaries, only 40% of whom are currently registered with Pôle Emploi.

Unions worried

What worries the unions is precisely the support of the most precarious. The Minister of Labor wants the establishment of a duty of solidarity: 15 to 20 hours per week of activity for the beneficiaries of the RSA, who are by definition without resources.

For the CFDT, the conditionality of the RSA “ is a red line “. For the CGT, so-called graduated sanctions, but in fact much more frequent, would be inadmissible for these people who are among the most vulnerable in our societies.
