According to the police, the individuals had participated in a meeting of Russian dissidents in Berlin in April, which was organized by a Russian opposition figure, a businessman Mikhail Khodorkovsky.
The police started an investigation after Agentsvo, a Russian investigative journalism publication, reported that two women who participated in the event had suffered from possible poisoning symptoms.
The police did not tell news agencies more about the investigation.
According to media reports, one of the women who reported the symptoms is a journalist and the other is the director of an NGO.
