The municipal school money, which is between SEK 80,000 – 170,000 per student, makes it possible for Skvadern’s high school and other independent schools to run their business, but it also enables the board to extract profits for the shareholders from the company.
Investigation is ongoing
The government announced in 2023 that it wants to tighten the requirements for independent schools and make it easier to decide on profit freezes. An investigation is underway, which is expected to be completed at the beginning of 2025. The investigator must also investigate what possibilities there should be to recover the school money if it has been used for other than school activities.

– The government is doing a complete renovation of the free school system, where the unhealthy driving forces are cleaned out. In order to deal with recurring shortcomings in the independent school sector, better insight and transparency are needed. A system with significantly stricter rules, profit freezes, and more and sharper tools for the supervisory authorities is needed, writes Education Minister Lotta Edholm (L) in an email to SVT Västernorrland.
Alternative solutions

– It is one of the options we are looking at.
