the Doha negotiations are moving forward again

armed groups struggle to choose their delegates

Negotiations between the Chadian transitional government and around fifty politico-military groups resumed this weekend in Doha (Qatar) after several weeks of lethargy. A draft government agreement was proposed Friday, May 6 to the rebels.

The project takes into account the conditions set by the three groups – called Rome, Doha and Qatar – which bring together these 52 politico-military movements by affinity. This time, the mediation asked during the weekend to these three groups, which were represented by forty negotiators, to tighten these teams and to speak with one voice.

These new teams, limited to five negotiators per group, have the task of working together and presenting to the Qatari mediation by Friday a summary which ” merged » all the demands of the politico-military in a single text. And above all, this document must respond to the proposals contained in the latest draft agreement presented by the delegates of the transitional government.

We are optimistic, because these two months spent in Doha have allowed a real dynamic of rapprochement between the politico-military “, recognize several of our sources.

The mediation plans to then transmit this document from the politico-military to the government side which will in turn have a week to respond to it, according to the same sources.

This phase during which the mediation provides shuttles between the two parties should enable it to clearly identify their points of convergence and divergence, which will then be the subject of talks, direct this time, between the government and the Chadian rebels.

How long will these negotiations last? No one ventures to set a deadline, because the deadlines set by mediation are ” purely indicative “, according to our sources who recall that the Qataris have a habit of taking all their time in order to put all the chances of reaching an agreement on their side.

This negotiation process aims to bring these politico-military groups to participate in the inclusive dialogue of Ndjamena.
