This initiative is regular, justified and relevant. Nevertheless, it relates to a large number of titles and articles, which fundamentally transform the current Constitution, hence the possibility and the need for the rewriting of a new text. The Council as a whole pointed out that a Constitution is not by nature immutable. It must adapt to changing times, and also to socio-politico-economic contexts. There are indeed, in the constitutional provisions, weaknesses and also maladjustments that absolutely must be corrected. The government, having noted that the initiative comes from the National Assembly, asked it to reconsider its proposal, taking into account the deep aspirations of the Central African people.
