Since January this year, the number of young people under the age of 18 in custody in the Stockholm region has tripled and is now at a record level.
– We have not had this many detainees at any time in modern times, either in terms of young people under the age of 18 or the total number of inmates in our detention centers, says Johan Modin, head of the Correctional Services Stockholm region.
Does not meet the legal requirements for young people
Young people who are detained are subject to compulsory schooling, and those with restrictions are legally entitled to four hours of isolation-breaking measures per day. But that requires a lot of staff from the Correctional Service, which during the year has not been able to fulfill that legal requirement.
– During the year, we have not been able to meet the development that has been. We have had to add resources this autumn and we will follow how it goes, says Johan Modin, who also states that the Correctional Service is now looking at how they can cooperate with guardians and social services around the young people, during the time they are in custody.
– We review what conditions exist and what confidentiality obstacles there may be. At the moment I don’t have a concrete example, but that is what we are trying to find, says Johan Modin.
