This is RFI information. In Chad, the referendum could take place on November 19 if all goes well. Information obtained from Conorec, the National Commission responsible for organizing the constitutional referendum. The timetable is very tight in view of the tasks which are planned by this date and the funds necessary for the organization of this election are not yet available according to the documents sent to AFP.

According to forecasts by Conorec, an organization set up last January precisely to organize the constitutional referendum, exactly 38.58 billion CFA francs (60 million euros) will be needed to organize this consultation scheduled for November 19, just at the end of the rainy season. This rather substantial sum, as recognized by a Commission source, should also make it possible to install and equip Conorec and all its branches, but above all to organize the biometric enrollment of Chadians of voting age. Enrollment should begin on June 20 and last about twenty days.

Much remains to be done. Conorec is in the process of setting up the provincial commissions which will then have to set up their departmental and sub-prefectural branches; the current electoral code still needs to be amended and the transitional power is counting on the international community to finance part of the planned budget, which raises fears of a shift in the electoral calendar.
