(Finance) – The second opened today “click day“of the 2023 flows decree for the sector”family and social-health assistance“, after that of 2 December for “non-seasonal work”. The requests can be sent, definitively, exclusively with the usual mode telematics. The Ministry of the Interior recalled that there will be a total of 136,000 non-EU workers who will be able to enter Italy regularly thanks to the 2023 flow decree: 52,770 entries for non-seasonal subordinate work, 680 entries for self-employed work and 82,550 entries for seasonal subordinate work.
To facilitate operations, from 30 October to 26 November 2023, the possibility was given to pre-fill the application forms, via the “ALI Services Portal”. At the end of the precompilation phaseare inserted 607,904 instancesof which, in particular, 253,473 relating to non-seasonal subordinate work, 260,953 relating to seasonal work, 86,074 to the family and socio-health care sector.
The decree flows of this year has generally expanded the expected admissions and has also foreseen, after years, a quota of admissions reserved for non-EU workers in the domestic sector. The decree sheet provides for the entry of 9,500 employed workers non-seasonal workers in the family and social-health care sector in 2023, 9,500 units in 2024 and 9,500 units in 2025. This means that this year only one application in nine will be accepted.
Based on data published in the 2023 Report of Assindatcolf, 55.6% of domestic workers are over 50 years old, 21.4% are over the 60 year age threshold and only 19.3% are under 40 years of age. The average age of carers tends to be shifted more upwards, compared to housemaids and babysitters: 35.5% of the former (compared to 32.9% of housekeepers) are in fact between 50 and 59 years old, while 26.7% (against 16.4% of the latter) is over 60 years old. Overall the share of regular carers who are over 50 years old is 62.2%, while among housekeepers and babysitters the percentage is 49.3%.
Most of the collaborators come fromEastern Europe: countries such as Romania, Ukraine, Moldova, Albania contribute to approximately half (51%) of Italian domestic employment. Next, approximately 14% of workers are originally fromCentral and South America14% come from villages Asiansexcluding the Philippines where 10.6% of collaborators come from while 9.6% comes from Africa.
L’Domina Association (National Association of Families Employers of Domestic Work) has calculated that the potential revenue for the state coffers will be equal to 16 million euros.
The next click day for “seasonal work” is scheduled for 9:00 am on December 12th. All applications can be submitted until December 31, 2023.
