Since then, the MSA (Movement for the Salvation of Azawad), the main pro-Bamako signatory group, was received in Algiers at the end of last week. Monday, it was the turn of the delegation of the CSP (Permanent Strategic Framework) rebels. The participants contacted by RFI speak of simple “ consultations » judged « positive “. The CSP delegation was made up of several senior leaders of rebel groups led by Alghabass Ag Intallah, head of the Coordination of Azawad Movements (CMA).
Dialogue impossible
Their Algerian interlocutors invited them to promote a logic of negotiations, of which the 2015 peace agreement would remain the best framework. Notably because it makes it possible to clearly distinguish the signatory parties engaged in a political process from jihadist terrorist groups linked to al-Qaeda or the Islamic State group in Sahel.
Response from the CSP: the peace agreement yes, but, in this context, no dialogue is possible. The rebels believe that it was the Malian transitional authorities who wanted the war to resume, and want the Algerian mediator to do so clearly, in order to place responsibilities before the whole world. Algiers has not yet formulated any concrete proposals to end the war and relaunch discussions.
The rebels, for their part, once again denounced the violence against civilians by the Russian Wagner group, an auxiliary of the Malian army. The CSP also pleaded the cause of the thousands of northern Malians who fled across the border, asking Algiers to provide them with aid and refugee status. The CSP delegation, which has not yet left Algiers, is now awaiting a return from its hosts.
Asked by RFI, the MSA, an armed group signatory to the peace agreement and ally of the current authorities in Bamako, did not wish to comment on its exchanges with Algerian mediation. Also contacted by RFI, the Malian Ministry of National Reconciliation in charge of the peace agreement did not follow up.
