Teacher pact, bonus, certificate… What to remember from Attal’s announcements

Attal makes people jealous Bollore sulks Bardella the privileged people

There are many back-to-school projects. Guest of the 8 p.m. news on TF1, the Minister of National Education assured, this Thursday, September 28, that one in four teachers “signed the pact aimed at entrusting teachers with new missions in exchange for additional remuneration. Furthermore, Gabriel Attal announced the payment of an exceptional bonus in October. L’Express takes stock of the latest announcements.

One in four teachers signed the pact, unions doubtful

“As I speak, one in four teachers has signed and committed to the pact. It’s even one in three in middle and vocational high schools,” declared the Minister of Education on the set of the 8 p.m. news on TF1. “It continues to rise,” he added. This “tool”, argued the minister, “makes it possible to better pay teachers who replace colleagues who are absent”. He “thanked” the signatories of this pact.

Among the “most chosen” missions by school teachers, there are “success courses during school holidays and the hour of support in French/maths in 6th grade”, the Ministry of Education was told. Education. For their part, many middle and high school teachers are involved in “short-term replacement and homework help”, the same source said.

“We are very surprised by the figures given by the minister: they seem very high compared to the observations that can be made on the ground,” reacted to AFP Bruno Bobkiewicz, general secretary of SNPDEN-Unsa, the first union heads of establishments. The SNPDEN-Unsa had affirmed in mid-September that no teacher pact was then signed in 30% of middle and high schools, its general secretary speaking of “a collective allergy” to the approach proposed by the government. In unison, Sophie Venetitay, general secretary of SNES-FSU, the first secondary education union (middle and high schools), also declared herself Thursday evening “very perplexed” by the minister’s figures and “the way in which they been obtained”. “It’s institutional tinkering,” she said. In addition, “we know that in certain places, there is blackmail of the pact: if the teacher does not sign it, he will not be able to organize school trips”, she denounced to AFP.

An exceptional bonus

Some 730,000 National Education agents will receive an “exceptional purchasing power bonus” at the same time as their October salary, of 380 euros for teachers and 500 euros for other agents, the minister announced on Thursday. Gabriel Attal. “We will pay in October, on the payroll for the month of October, an exceptional purchasing power bonus to 730,000 ministry agents, that’s more than one in two”, affirmed the minister on the set of the JT de TF1.

In detail, “500,000 teachers (…) will have an average of 380 euros” and “230,000 other staff”, notably those accompanying students with disabilities (AESH), will receive an average of 500 euros, he said. precise.

Asked about a gesture for the purchasing power of teachers in the face of inflation, Gabriel Attal first underlined that “in this new school year, we reflect a very strong commitment from the President of the Republic, it is the unprecedented revaluation of our teachers. “Each teacher this school year earns between 125 and 250 euros net more than the previous school year,” he continued, speaking of a “measure of justice”. In the general context of inflation, added the minister, “it is hard, particularly for those who have low salaries in my ministry” and “this is the reason” why this exceptional bonus will be paid.

To benefit from it, you must have received less than 39,000 euros gross between July 2022 and June 2023, or less than 2,600 euros net per month (excluding overtime), the minister’s office was told.

Questioned by AFP, Sophie Vénétitay, general secretary of Snes-FSU, the first secondary education union (middle and high schools), stressed that “this is a one-off bonus, while we are asking for a significant increase in value for everyone”. “The salary file cannot be closed with a bonus,” she warned.

The college certificate will finally take place at the beginning of July 2024

Third year students will take the written middle school certificate tests on July 1 and 2, 2024, and “not in June as usual”, which will allow middle school students to stay in class “until the last days of June”, announced Thursday Gabriel Attal. “I have decided, for the first time in a very long time, that the brevet tests will not be held in June as usual, but in July, in this case on July 1 and 2”, specified on the set of the TF1 news the Minister of National Education. “Which means that until the last days of June our middle school students will be in class,” he said, referring to a “choice to reconquer the month of June”, which “also applies to middle school students”.

This point seems to have been the subject of a last minute arbitration, because according to an internal document at the Ministry of Education, of which AFP obtained a copy on Thursday, the dates of the patent had initially been set for June 27 and 28 2024.

Questioned by AFP about this new timetable, Bruno Bobkiewicz, general secretary of SNPDEN-Unsa (first union of school heads), said he was “wondering” about “the possibility for teachers to correct copies in one time very limited because the end of the school year is Friday July 5.”
