(Finance) – “La tax reform accountants were involved right from the start and this discussion had fueled very high expectations. Unfortunately we note, in light of the government measures published in the Gazzetta, that so far only a mere reorganization has been carried out without having a strong impact on the complexity of the Italian tax system. Little has been done in terms of simplifications, on the emergence of the underground economy to redefine the tax base by lowering the tax burden, among the highest in OECD countries”. “We hope that in the coming months new measures are introduced that go in the direction of simplifying and making taxation fairer in the interests of the State, families and businesses. From this perspective – added Cuchel – we have requested the postponement of the deadlines linked to the two-year preventive composition agreement because, considering all the substantial changes that have revolutionized the system, time is needed to make it effectively effective, informing taxpayers about all these innovations”.

He spoke to illustrate the state of the art of the tax reform Maurizio Leo, Deputy Minister of Economy: “From August 2023 to today the government has launched well 13 implementing decrees and new ones will be dismissed relating to the consolidated texts, in particular on litigation and sanctions, thus giving rise to a change in the relationship between tax authorities and taxpayers, focusing on collaboration. As for example implemented through the Biennial preventive agreement which is attracting a lot of attention. There have been important changes to make it more impactful.”

For Chiara Tenerini, Forza Italia parliamentarian in the Labor Commission of the Chamber, “The request for an extension is acceptable because effectively the times for transposing this new rule they need more time to also be understood by taxpayers who are a little disconcerted about this proposal which goes in the direction of a ‘friendly tax’ and therefore requires greater harmonisation”.

Andrea De Bertoldi, Finance commission at Montecitorio, he underlined that “the two-year preventive composition could offer certainties to the state coffers and taxpayers. There is some doubt about the actual ability to bring what is expected to public finances. But the I think the path of preventive agreements is viable and perfectible.”

Virginio Merola, deputy of the Democratic Party in the Finance Commission, he remarked that “extensions are requested every time following continuous changes in the law. Therefore, it is understandable that professionals are forced to ask for ‘time’, but this says a lot about our way of making the tax system work.”

Marcella Caradonna, president of the ODCEC of Milansaid that “the ‘Concordat’ represents a new methodology and must be explained in detail to taxpayers. Obtaining a deferral of time is in everyone’s interest to encourage compliance. The ‘Reform’, however, has lights and shadows but we are waiting to see the application in the field to evaluate it correctly”.

Vincenzo Tiby, councilor of Odcec Napolihighlighted that “theartificial intelligence is certainly an opportunity, the process must be governed. Our investments, over the years, have all been in favor of the financial administration. We have undergone the digital transformation. In Naples we have started an experimental project and we are evaluating the results.”
