And for good reason: an interprofessional strike movement is planned this Thursday, November 10, throughout the territory. At the call of the CGT, public transport will be impacted, as will the National Education, which is also invited to strike. Nurseries, kindergartens, primary schools and colleges and high schools risk being disrupted, even if the degree of commitment of school staff is not yet known. Already, the Atsem will be on strike in Lyon, but the extent of the mobilization will be known no later than tomorrow, because teachers must declare 48 in advance their intention to participate in the strike. Because this Thursday is wedged between Wednesday where there is no school, and Friday November 11 which is a public holiday. In fact, your child could find himself on vacation again on Tuesday evening! You will then have little time to organize yourself and find out how to keep it. Be aware, however, that a minimum service is provided in some schools.
Is a minimum reception service maintained in schools?
In the event of a strike in schools, a minimum reception service is provided for by law, under certain conditions. Primary schools must provide a minimum reception service for all their students, when more than 25% of teachers are declared on strike. “A pupil in primary school (kindergarten or elementary) must be welcomed during class time, even if his teacher or mistress is absent. This reception service is free. It is provided differently at public schools and at private school under contract”, indicates the site of the Public Service, according to the law in force since 2008. On the other hand, colleges or high schools are not subject to this obligation. The same applies to crèches and after-school care in the structures.
Are teachers obliged to declare themselves strikers in advance?
The right to strike in National Education responds to a few obligations. In the first degree, school teachers must declare their intention to go on strike in advance, at least 48 hours before the movement, respecting one working day. It is therefore not possible to declare oneself a striker on Friday if the strike takes place on Monday. If the teacher does not inform his management, he incurs a disciplinary sanction, indicates the ministry’s website.
In colleges and high schools, if a notice has already been filed by a union, teachers are not obliged to declare themselves to be on strike in advance. It is up to the management of the establishment to carry out a census of the strikers and to inform the pupils and their families of them in advance. In fact, some teachers also use interactive platforms with students and families to announce their participation or not a few hours before the start of classes. What are the demands of this strike?
From a general point of view, it is the same demands as those of previous strikes that motivate the mobilization on Thursday 10 November. Among others: “salary increases, the Smic and the automatic indexation of all levels of remuneration to the cost of living”, as well as the defense of full retirement at age 60. In education, it is also about the same complaints.
The Unitary Union Federation of Education also shared a statement on its Twitter account indicating support “the demands of employees on strike on November 10”.
A black Thursday in transport
The transport unions are already planning a Black Thursday with “zero metro, zero RER”. In the Ile-de-France region, students going to school and families must prepare for major disruptions on transport lines. In a press release, the RATP inter-union indicated that the strike notice extends from Wednesday, November 9 at 10 p.m. to Friday, November 11 at 7 a.m..
Disruptions will be known 48 hours in advance. It is therefore recommended that parents and children check in advance on the Internet or on the dedicated mobile application if their transport is insured.
