The motion was not passed without a fight. Almost all parties actually agreed that De Startsprong should be eligible for the scheme, but parties such as the PvdA, the ChristenUnie and initially also the VVD felt that the motion should be adapted to organizations such as De Startsprong, instead of only the pool. ITH did not want that. The VVD eventually voted for the motion, resulting in a majority together with ITH, NatúúrlijkHouten and the SGP.
