Brantford Police Service was called on July 10 at about 2:30 am after a woman said she had been pepper sprayed by a 39-year-old man at a home around Rawdon Street and Colborne Street East.
A Special Investigations Unit report released on Nov. 7 said the woman ran from the home to a nearby store to call police and the man followed her.
Officers who arrived at the house saw the man enter the home. Patrol officers set up containment and were later relieved by emergency response team officers.
Police were able to reach the man by telephone and the standoff ended shortly after 11 am when the man exited of his own agreement and no force was used.
When the man was seated in a police cruiser, the SIU report said he fell unconscious and emergency medical services took him to Brantford General Hospital. He was treated for pneumonia, a drug overdose and a fractured right finger. The report said the injury seems to have happened days before the police interaction.
The report said there were no reasonable grounds to believe police committed a criminal offense in connection with the man’s arrest and hospital admission.
The SIU is an independent government agency that investigates the conduct of police officers that may have resulted in death, serious injury, sexual assault and/or the discharge of a firearm at a person. Investigations are conducted by SIU investigators who are civilians.
