Hoog Catharijne was the largest shopping center in Europe when it opened its doors in 1973. There were numerous shops and restaurants and it was pleasantly busy. But plenty happened behind the scenes. Think of thefts, drug use, loitering and fights. It was up to Cees de Vries and his team to ensure that everything remained out of sight of the shoppers as much as possible.
