The reason is that Serbian fans chanted derogatory chants against visiting Montenegro when the teams met in Belgrade in October. Serbia won 3–1.
Montenegro is also punished for “racist behavior” among the visiting fans and the football association is not allowed to sell tickets for the away match against Hungary on November 19.
