(Finance) – The Council of Ministers has given the green light to the decree-law that reforms the system of concessions seaside resorts. “Today’s decision – reads a note from Palazzo Chigi – is also the result of the constructive and constant dialogue with the Commission European. With particular reference to the infringement procedure on beach concessions, the collaboration between Rome and Brussels has allowed us to find a balance between the need to open the concessions market and the opportunity to protect the legitimate expectations of current concessionaires, allowing us to conclude a long-standing and complex issue of particular importance for our nation”.
The same note listed the points main from the reform: the extension of the validity of current concessions until September 2027, the obligation to start the tenders by June 2027, the duration of the new concessions from a minimum of 5 to a maximum of 20 years, in order to ensure that the dealer can amortize the investments made, the assumption of workers employees in the previous concession, who received from this activity the main source of income for themselves and their family unit, thecompensation for the outgoing dealer, charged to the incoming dealer and equal to the value of the depreciable and not yet depreciated assets and to thefair remuneration of investments made in the last five years.
Among the evaluation criteria of the offers, having been the holder, in the previous five years, of a beach concession as the main source of income for oneself and one’s family unit will also be considered.
Palazzo Chigi has specified that the decree will facilitate the closure of 16 cases of infringement and of an EU Pilot case. “In at least 6 cases, the introduced rules are able to lead to immediate archiving, in compliance with the times technicians of the European Commission; in 11 other cases, the rules adopted by the Government constitute an essential premise for reaching rapid archiving.
Overall, therefore, the approval of today’s measure will allow Italy to significantly reduce the number of Pending infringement proceedingswhich will allow us to reach the historical minimum number of pending procedures and align ourselves with the European average”, he underlined.
