(Finance) – Tomorrow, Tuesday 21 February, it resumes in the afternoon at‘Aran the negotiation on the regulatory part of the 2019/2021 school contract. “With the representative unions, also on Tuesday morning, – writes theAnief in a note – we will enter into the merits of functional activities for teaching and the educating community”.
At the center of the last meeting on February 8th, trade union relations were discussed and Aran acknowledged the observations of the trade union organizations on the subject, explaining that it will soon provide an answer. On the normative part of the contract, however, writes the specialized press, “there is a stalemate as regards the enhancement of DSGA personnel and the new ATA profiles. In particular, the clash concerns the reorganization of professional profiles, with the point of arrival which would see the elimination of the ATA economic positions. A solution that sees the trade unions against it”.
There Aran proposal, as already in the previous meetings, it foresees a classification system divided into four areas: collaborators, nothing changes; expert collaborator, from the previous AS area, made up only of the SCs of agricultural companies, one passes to an area where all CSs can access); assistants, with the suppression of area C, the assistants remain stationary in the area they belong to; area of High Qualifications (EQ), its activation uses the technique of assignments that would concern all those belonging to the new area. Furthermore, three different DSGA positions are proposed: historians (those who already are); the new officials (former DSGA acting); those who will be hired as a result of new insolvency procedures.
Anief believes that – reads the note – if economic gratification is provided for teachers, for example tutors, however inadequate and not even fully operational because it is financed with Pnrr funds which provide for three-year allocations, for ATA personnel the new profiles do not guarantee clearly the permanent emoluments of the superior professional role.
“Personnel enhancement cannot be done at no cost or with one-off sums – he says Marcello Pacifico, national president of Anief – and then we don’t understand why figures who are now present in de facto schools but not recognized, such as those who operate at middle management level, are not yet introduced into the contract. Furthermore, for teachers, allowances must be provided – for risk, for those who work off-site, for those located in disadvantaged areas and others – which have long been envisaged for any other employee of the PA. As far as ATA personnel are concerned, we still don’t understand why basic elements continue to be denied for any public worker, such as good meals, the allowance for video terminal operators and the 500 euro annual card for professional updating. There are also some rules to be deleted, from the 70s, such as the ‘timing’ which unjustly penalizes the secretaries who have become Dsga. In conclusion – he explains Pacific – the contract hypothesis presented would not lead to the valorisation of personnel, starting with the DSGA, which the Ministry of Education’s guideline indicated”.
