School, Anief: “Teachers, tutors and guidance counselors, the contingent is arriving but there is still a lot to do”

(Finance) – Out of the almost 40 thousand tutor teachers and guidance counselors, there is certainty about the number of teachers to be assigned to schools, but there is still a lot to do. This is what emerges frominformation meeting held today between the Ministry of Education and Merit and the trade unions on the decree determining the quota of teaching staff in lower and upper secondary schools necessary for carrying out tutorial tasks. “There are several aspects that should be improved: the decree arrived too late and the timing of course departures is uncertain” he said Marcello Pacifico, national president of Anief.

There Anief delegation – composed of the general secretaries Chiara Cozzetto, Marco Giordano and Andrea Messina – expressed appreciation for the initiative useful for combating school dropout and improving student orientation, but also highlighted various organizational critical issues to be addressed and overcome. The meeting focused on the criteria and methods of annual determination of the contingent of teaching staff of lower and upper secondary schools, to be used for carrying out the tasks of tutor coordinator envisaged in the university and academic path of initial training and qualification for teaching for secondary schools. The criteria for selecting teachers who aspire to the roles of tutor coordinator at the Centers and tutor of trainees in the schools involved were also discussed.

“As regards the tutors of the interns, for whom there is no exemption or semi-exemption, the Anief union – explained Messina – believes it is necessary that the centers stipulate agreements and conventions with the educational institutions for the recognition of a share of the registration fee for the relevant courses, and is not limited to the funds that can only be found during the institution’s supplementary negotiations”.

“We are not satisfied with the estimates of places for the training offer – explained the trade unionist Anief Jordan – and even today it was not made clear to us in the information report what the criteria were for determining these estimates which, moreover, seem to us to be downwards”.

“With regards to the tables of assessable qualifications – he said Cozzetto – we proposed that it be clarified, in relation to the admission to the interview aimed at a number of candidates no higher than double the number of places, that anyone with a score equal to the last one admitted can take the interview; furthermore, it would also be appropriate to include in the evaluation of qualifications a score equal to 2 points for each year of service, without forgetting the possibility of evaluating fixed-term service”.

“An unacceptable criticality – he said Pacific – is that the economic coverage of substitutes, to cover the positions of exempt or semi-exempt staff, is taken from the teacher’s charter, which therefore without further coverage is destined to reduce rather than expand given that it will also have to be assigned to temporary workers: not possible self-finance these activities, after temporary workers will pay more than 2,000 euros to qualify.”
