(Finance) – Life at school in autumn one million and 300 thousand employees will be governed by new rules and in the salary there will be a few euros more: to remember it is today Marcellus Pacificnational president Anief, exactly one month after the signature affixed to Aran by the Education, University and Research unions (except Uil Scuola Rua) to the National Collective Labor Agreement 2019/21. The independent trade unionist, interviewed by Tecnica della Scuola, recalls that “when the final deed of the agreement is signed, after the summer, the contract will enter into force”.
They are different novelty made with the yes to the contract of 14 July last: “We signed because they were given for the first time 500 million more on schooling: instead of reducing spending, because the latest budget law cut a thousand institutions, we had them invested. It’s not much, but it’s something and it adds up to the 6 and a half billion for everyone”. The signed agreement provides that around 400 million euros will supplement the 100 average increase at the end of 2022: the total increase will reach around 120 euros. “The problem – recalls Pacifico – is that between 2022 and 2023 theinflation it’s up 12 points. And that between 2008 and 2018 there was none renewal for the school sector. It is now true that between 2019 and 2021 inflation reached 2.5%, while we got increases contractual higher than 4%. But the gap with respect to the cost of living is large and has not yet been filled”.
“But there is also another problem – continues the leader of Anief -: we have a check of 1.5% only for 2023, plus the contractual holiday allowance of 1.5%. Since by law, however, thecontractual holiday allowance must be equal to half of the cost of living, missing 3 percentage points of increase: if the Court Constitutional he will prove us right, whoever appeals with our union will be compensated”.
Thanks to the new contract they will be introduced new rules: “For the wage accessory – says the trade unionist – rapid times have been decided on the bargaining to distribute resources and times to close them. We have also made sure that staff training must be carried out during working hours, otherwise it must be paid. We have therefore unlocked the economic positions of the ATA staff that have been firm for 20 years, the exceptions on the restrictions on mobility, for the parenting and for i disabled. And also the one-off payment of 60 euros, which is not much, but would not have been distributed. We have valued i Dsga, which will have 60 euros more. For the first time, three days’ annual leave for personal and family reasons was also obtained for the alternates”. On the constraints on the mobility of school staff, Pacifico recalled that “didactic continuity is not implemented by blocking i teachersbut stabilizing the personal precarious. Meanwhile, we have also raised the maximum age of children for staff reunification from 3 to 11. Furthermore, in 2024 we will update the mobility contract and include these criteria in it”.
For the new national collective agreement 2022-2024he added, “they are needed 18 billion: immediately 9 for the contractual holiday allowance. I think it will roll over to 2025-26. We also hope for equal legal and economic treatment of precarious personnel compared to tenured personnel: on holidays, permits, seniority increases, on everything. Catholic religion teachers had obtained it many years ago but only for a period and today they are the most precarious. This situation does not even exist in Romania. Resources are needed, even for supplementary bargaining. We will soon see if they will arrive with the budget law, already with the Nadef. We, as a union, will act to raise awareness among the workers, continuing with the appeals for the recovery of the full contractual holiday allowance, the hearings in Parliament, the complaints in the press”.
