Was signed today by the Ministry and the School trade unions the CCNI hypothesis on the criteria for the distribution of financial resources constituting the fund for the improvement of the educational offer for the 2024/2025 school year. The delegation Anief (composed of the general secretaries, Stefano Cavallini and Daniela Rosano, and the head of the Condir-Anief department Alberico Sorrentino) firmly brought the workers’ requests to the table and reiterated how urgently a regulatory provision with adequate resources is needed to fully implement all the important innovations introduced by the CCNL 19/21.
THE’Administration, represented by the Head of Department Jacopo Grecofrom the General Manager Gianna Barbieri and from the Director Francesca Buscetisubmitted the changes made to the text to the trade unions and declared its openness to using the savings of 31 million euros to compensate for some situations that emerged during the negotiations.
On the continuity of teaching, one thing is confirmed allocation of 20 million, which will arrive at the schools and will be negotiated to recognize a compensation of approximately 900 euros gross been to teaching staff who have served for at least three years in the same school institution with particular values of economic and social hardship, including precarious. There will also be a redistribution (bonus) of funds for teaching staff of small islands, a bonus on which ANIEF has requested the extension also for ATA staff, through the use of savings in expenditure and pending a regulatory intervention.
On the “training” which represents a novelty for the CCNI, a new one is foreseen allocation of 30 million euros – which will not be finalized in the institute contract – with the administration’s commitment to immediately start a monitoring for a better evaluation of the necessary resources. In this regard, Anief reiterated how the flat-rate bonus introduced by the CCNL must still respect the hourly amounts for the teaching function.
Specific assignments receive a fund of 34,620,000.00 intended to incentivize in particular the tasks related to the assistance of disabled students and for Administrative staff engaged in practices of particular complexity, which may be increased in the presence of savings of resources. For the variable management allowance of DSGA, 6,765,733.60 million are allocated, compared to the 12 million requested by Anief. All the items of Annex C of the CCNL are increased by 10% while the complexity quota is increased by 15% going from the current 30 euros to 34.50 to be multiplied for each unit in the autonomy staff.
Anief’s proposal confirmed provide 800 euros for the 1000 technical assistants of the first cycle.
On the sidelines of the CCNI, a joint declaration was signed to commit the parties to allocate the 31 million euros of savings for the following purposes: increase the fund for specific ATA roles; increase the variable portion allowance for SGA Directors; assign a one-off sum for ATA staff who are recipients of art. 54 c.4 of the 2019/21 CCNL; increase the fund for the professional development of teachers with reference to teaching continuity; recognize service allowances in small islands for ATA staff; provide a solution to the recognition of arrears relating to the fixed portion allowance of administrative assistants who perform higher functions in place of titular DSGA; recognize the compensation due to acting DSGA in the years 2021/22 – 2022/2023 – 2023/2024.
At the request of the signatory trade union organizations, in relation to the innovative scope of the contract, MiM undertakes to support the application of this contract with a system of FAQs that constitutes a tool to facilitate the work of schools and RSU, union leaders. Furthermore, within its competence, it undertakes to accelerate discussions with the State General Accounting Office to define the payment of the fixed part allowance on vacant positions throughout the year for Acting DSGA Functionaries. Finally, it confirms that By September 30th, schools will receive the circular regarding the allocation of resources which are in the process of being disbursed.
At the request of Anief, a specific table will be held shortly to quantify the additional resources deriving from the sizing to be allocated to the allowances of EQ officials.
