S women require female staff at Sis homes

In order to increase safety in Sis homes, S women demand, among other things, that the isolation of children be prohibited, that the knowledge requirements for staff be raised and that more women be employed at Sis homes for girls.

– We must be prepared to turn over every stone, says S-kvinnor’s chairman Annika Strandhäll.

Earlier this week, the Inspectorate for Care and Care (Ivo) came out with a report which shows, among other things, that children and young people in state youth homes, especially young girls, have been exposed to violence and unauthorized coercive measures.

– As a society, we have a responsibility to ensure that these girls can get the right support, the right treatment and can stay in a safe environment, says Annika Strandhäll to TT.

One of S-women’s proposals is about hiring more women at Sis homes for girls. According to Strandhäll, one must look at how it should be implemented.

– We think it would be a way to increase security for these girls, she says.

Annika Strandhäll has previously been, among other things, Minister of Social Affairs in former Prime Minister Stefan Löfven’s government.

TT: What do you think about the Social Democrats’ responsibility in this matter?

– Of course, all politicians have responsibility for this situation and an obligation to take action. Precisely against the background that we had received alarm signals about the situation at the Sis home, the then sitting government (in which S sat, editor’s note) also took the initiative to give Ivo a government task to do an in-depth review. This is the result we are receiving here now.

Ivo’s review of Sis home

Ivo criticizes Sis for serious deficiencies in 19 out of 21 youth homes inspected in 2021-2022.

The inspection shows that on several occasions children have been put into isolation rooms for longer than the four consecutive hours that are allowed.

Children and young people, especially young girls, have been subjected to violence and unauthorized coercive measures, such as being restrained and pinned against the floor or wall, and in some cases also being held in their bed. This means a direct danger to life and health, according to Ivo.

The inspection also shows two cases where staff work with children and young people despite an ongoing investigation into sexual crimes.

Sis home

The State Board of Institutions (Sis), is a state authority responsible for individually adapted compulsory care.

Sis treats young people with serious psychosocial problems and adults with substance abuse problems. Sis also accepts young people who have been sentenced to closed youth care.

The authority has 23 special youth homes with just over 700 places and eleven LVM homes with just under 400 places for the care of adult addicts. The institutions are located all over the country.
