On January 1, the Audiovisual and Digital Communication Regulatory Authority, Arcom, was born in France. To assess the field of intervention of this super regulator resulting from the merger between the CSA and Hadopi, and the powers conferred on it, its president Roch-Olivier Maistre is the guest of The media workshop.
This interview, about forty minutes in podcast, begins with the rules that French television and radio stations – including RFI – are required to respect during the presidential campaign. Roch-Olivier Maistre explains what the principle of fairness is, which prevails on the airwaves since January 1 and until March 7. The president of the CSA, now dissolved, also lists the points of vigilance of the regulatory authority in the run-up to the election, including the programs of foreign media broadcasting in France, such as the Russian channel RT France. He also returns to the case of CNEWS, a French news channel, warned
In the second part of the interview, it is about theArcom and its many functions. Roch-Olivier Maistre specifies the “new approach” planned in the fight against piracy and also takes stock of Hadopi. It details how Arcom will have to control the means put in place by online platforms to fight against the manipulation of information or the dissemination of hateful content. The regulatory body should also try to enforce the ban on minors’ access to pornographic sites. Finally, the regulatory authority will also have subscription video platforms (streaming), in particular the giants Netflix, Amazon Prime Video, Disney + or Apple TV, with which agreements have been signed. Arcom’s mission is to remind them of their legal obligations to invest in audiovisual production and French cinema.
In a sequence of short questions / short answers, Roch-Olivier Maistre admits consulting Netflix more than Salto; he qualifies the planned merger of TF1 and M6 as a “major issue”; he says highly enough about DAB + radio and he brags about catch-up podcasts.
Current vice-president of Refram, French-speaking network of media regulators, Roch-Olivier Maistre will take the presidency in 2022. He expresses himself on the importance of international collaboration between regulators, particularly French-speaking ones.
