The Senate adopted last night two important advances concerning cancer patients but also all people with a chronic pathology. This is the right to be forgotten, reduced to 5 years for all cancer patients and the removal of the health questionnaire in the context of financial loans. Two measures carried out for many years by the Rose Up association and their founder, Céline Lis-Raoux.

Celine Lis-Raoux: We hung up our two amendments to the bill which concerned the termination of borrower insurance at any time of the year and which was discussed yesterday, precisely, in the Senate. The first amendment that was voted on concerns the right to be forgotten, which is currently 10 years, to reduce it to 5 years. The second, which followed, concerns the abolition of the health questionnaire for loans up to 250,000 euros. There is now still a passage in the joint committee, but we have good hopes of seeing these two amendments definitively adopted.

Why do you want to put these two laws in place?

Celine Lis-Raoux: The right to be forgotten is something essential. Medicine considers a cancer patient as cured after 5 years, when his disease has not recurred. By passing this law, a person who was sick in 2013, for example, is considered cured in 2018 and if he wishes to take out a loan, he no longer has to mention his cancer in the health questionnaire that will be submitted to him.

With regard to the health questionnaires themselves, we wanted them to be eliminated because of the additional premiums they generate for sick people. It is an injustice for these people who pay their very expensive insurance, when these same organizations offer very low rates to young and healthy people.

Aren’t these two laws ultimately overlapping?

Celine Lis-Raoux: No, because by voting for these two laws, on the contrary, we affect more people. The amendment concerning the health questionnaire has a limit of 250,000 euros for the sum borrowed and it would only be repealed for mortgages. However, some people may need to borrow more or for other projects, such as starting a business, for example. For these particular cases, the right to be forgotten could take over, in a way.

Was it a fight that was close to your heart?

Celine Lis-Raoux: Exactly ! I have been carrying the concept of the right to be forgotten for 10 years, which I created. It is thanks to the Rose Up association, of which I am the founder, that all this is possible. The passage of the right to be forgotten at 5 years was a campaign promise of our President of the Republic, Emmanuel Macron. It is now, a few months from the end of his five-year term, that this will be definitively adopted. Like what, you must always believe in your fight and never give up!
