[Mis à jour le 13 juin 2022 à 00h05] In the 3rd district of Paris, Stanislas Guerini is running for re-election. The one who is now the Minister in charge of the Public Service came second in the ballot, with 34.22% votes in the 3rd constituency of Paris. He is preceded by Léa Balage El Mariky de la Nupes (35.59% of the votes cast).
The new spokesperson for LREM, Olivia Grégoire, was clear: the ministers who are candidates for the legislative elections next June will have to resign if they are not elected in their constituency. “If ever some of us do not receive the confidence of the people, they will have to learn the lessons and withdraw from the government”, she had explained (as reported by France Inter). A relatively discreet character in the media, Stanislas Guérini will have to maintain his local roots to legitimize his new position in government.
The appointment of Stanislas Guérini was made official when the government was announced on Friday May 20, 2022. Often associated with other portfolios, such as state reform, the budget or even decentralization, this ministry will this time have a expanded scope, since Stanislas Guérini becomes Minister of Transformation and Public Service. The former host of the political rallies of Emmanuel Macron will therefore settle in the hotel of Rothelin-Charolais.
Placed under the Prime Minister, the Minister for the Civil Service acts by delegation from the Prime Minister for a large part of his powers, taking into account the general powers held by the Prime Minister over the civil service. The purpose of this minister is to prepare and implement government policy in the area of public service. In this sense, he chairs the Joint Public Service Council and ensures that the rights and obligations of all civil servants are respected. In addition, it conducts the policy of renewing the management of human resources in public administrations.
As Minister of Transformation and the Public Service, Stanislas Guérini will have authority over the interministerial management of public transformation, the interministerial management of digital and, jointly with the Prime Minister, the general management of administration and public service. In addition, the interministerial center for IT services relating to human resources is attached to this ministry.
Stanislas Guérini began his professional career far from political life. A graduate of HEC Paris, in 2007 he created his company Watt & Home, a company selling and installing solar panels, before joining the French multinational Elis, which specializes in cleaning and hygiene. holds the position of Director of Customer Experience.
But very quickly, he will try his hand at political think tanks, in particular during an internship with “A gauche en Europe”, founded by Dominique Strauss-Kahn and Michel Rocard. In 2006, he joined Dominique Strauss-Kahn’s campaign team for the PS primary, alongside various political figures, from Cédric O to Benjamin Griveaux. He is even more involved in the political rise of Dominique Strauss-Kahn since he is the craftsman, with Pierre Moscovici, of the presidential program of the man of the left for the primary PS of 2011.
Finally, he will gradually abandon the socialists to get closer to the entourage of Emmanuel Macron. Through Ismaël Emelien and Benjamin Griveaux, he joined En Marche and made his Paris apartment the party’s first headquarters. At that time, he was secretary of the movement’s funding association, but also departmental referent in Paris. But he is best known for having been Emmanuel Macron’s meeting room driver during his presidential campaign in 2017: he even supervised the victory ceremony at the Louvre pyramid.
Once Emmanuel Macron is in power, Stanislas Guérini becomes rapporteur for the “right to error” bill, for a State at the service of a society of trust. In 2018, he was elected general delegate of La République en Marche, with 82% of the votes of the 743 members of the LREM “Council”. At the end of 2021, he became a member of the executive committee of “Together citizens!”, a movement bringing together the parties of the presidential majority.
