First, the discount 15 cents per liter of fuel is confirmed and will come into force on April 1 next for a period of 4 months, i.e. until July 31, 2022. Aid to businesses was also at the center of Jean Castex’s speech in the preamble to a press conference. “The second objective is to protect our economy, to avoid bankruptcies and to protect jobs”, launched the Prime Minister. This new aid will be created for companies whose gas expenses represent at least 3% of their turnover. This should make it possible to take care of more than half of the surplus of their energy expenses. The allocated grant may reach 25 million euros and will concern all sectors. To qualify, a company must scrupulously respect the following three criteria :
- Suffer an increase of 40% of his electricity or gas bills since the beginning of the war
- The gas bill orelectricity must represent at least 3% of turnover
- Realize operating losses
In addition to the first measures put in place by the Government, the borrowing ceiling of the EMP will be relieved of 25% at 35%. Companies will also benefit from the deferral of tax and social charges. Finally, the long-term partial activity scheme will be extended by 12 months for agreements already signed.
Finally, several highly targeted measures have also been decided for fishermen and farmers. In particular the maintenance of fishing activities which contributes to our food sovereignty. Exceptional help from 35 cents per liter of fishing diesel will be in force tomorrow morning to allow them to continue their activity in decent conditions. For farmers, aid will be put in place to enable them to cope with the soaring cost of animal feed for a period of 4 months. The total envelope is estimated at 400 million euros. Farm cash flow will also be supported with a down payment of 25% reimbursement of the TICPE.
