The Victim Reparations Management Authority will be responsible for compensating and supporting all Malians who have suffered human rights violations or their relatives. According to information from RFI, Colonel Abdoulaye Macalou, former secretary general of the Truth, Justice and Reconciliation Commission (CVJR), was chosen to chair the orientation committee of this authority. A choice that may seem logical, since the creation of a repair agency was a proposal from the CVJR. Asked by RFI, Colonel Abdoulaye Macalou did not respond.

After the adoption by the Malian transitional authorities of a reparation plan estimated at 65 billion CFA francs, nearly one million euros, two years ago – in September 2021 -, then of a law fixing the rules of compensation and support for victims, last November, the creation of the orientation committee which must make operational the authority in charge of these reparations constitutes a new step forward.

However, some personalities involved at a high level in the work of the CVJR express their fears. The CVJR’s mandate ended in December 2021, more than a year and a half ago, but its final report, which was due to be presented in 2022, has still not been made public.

Waiting for the publication of the CVJR report

The CVJR was created in 2014 and its work began in 2015. In seven years, more than 23,000 victim statements have been recorded by the CVJR. They concern violence – assassinations, rapes, thefts, kidnappings – committed since the 1960s by armed rebel groups, community self-defense militias, jihadist groups or even by the Malian army. Of the victims even testified during public sessions broadcast live on ORTM, the state television.

However, some interlocutors today fear that the soldiers who have taken power in Mali will seek to shove certain facts or recommendations contained in the report they helped produce under the rug. Fears not shared by other former senior officials of the CVJR who, without having a concrete explanation, on the contrary display their optimism on a future publication of the report, and who simply invite patience. Asked by RFI, the Malian Ministry of National Reconciliation did not wish to provide an explanation.
