(Finance) – A informal meeting between Anief and the Ministry of Education and Merit, represented by the Chief of Cabinet, Giuseppe Recinto, and by the Head of Department, Carmela Palumbo, requested by the Anief trade union as the first urgent discussion on the subject of the reform of recruitment in the light of the advances on the draft of the PNRR Quater decree. The Ministry confirmed that work is underway on a bankruptcy procedure reserved for those who have three years of service out of the last five, of which at least one on the specific competition class, or is in possession of 24 credits. This procedure at a first reading for the administration seemed the most immediate given the closure of the European Commission.
Recruitments from the first GPS Support band and the scrolling of suitable candidates in the rankings of ordinary competitions (and of the extraordinary encore, but for the latter only to cover the places vacated by possible renunciations of the winners), as provided for in the draft decree, they will certainly not contribute to the achievement of the 70,000 permanent positions requested by the European Union for the purposes of the PNRR. Furthermore, the Ministry of Education and Merit has requested a significant simplification of the bankruptcy procedure in view of the extremely tight deadlines. Finally, the courses for the achievement of the 30 credits, foreseen by the DL 36/2022 for access to the next competitions, are expected to start between September and October.

The Anief, therefore, rejects the current wording of the draft law decree Pnrr Quater and requests amendments on personnel, mobility and dual channel restrictions, as well as those on the management of the rankings of the ordinary and extraordinary competition, on the recognition of qualifications obtained abroad and on conditional hiring. The Ministry, for its part, has postponed the discussion on the definitive text of the decree, currently awaiting stamping by the MEF, to the next meetings with all the other union organisations.
