Ukrainians could register at the Jaarbeurs and catch their breath. From there, they had to go to shelters elsewhere in the country, preferably within a day. In February, the shelter was already partially closed because it was overcrowded. As a result, there was insufficient care available, there were long queues for showers and toilets and there was insufficient privacy.
