The Central African rebel leaders based in Chad have been on a dry diet for several months. They affirm that the means allocated by Angola on behalf of the International Conference on the Great Lakes Region (ICGLR) as part of the Luanda roadmap of September 2021 are no longer paid to them. Their requests for explanations from the Chadian authorities, responsible for disbursing the Angolan funds, have so far remained unanswered.

On February 9, the former president François Bozizé wrote to the director of the Chadian intelligence services to question the suspension since February 2023 of his financial support and that of his chief of staff as part of the Luanda road map.
The coordinator of the Coalition of Patriots for Change (CPC) questions the “ viability » commitments made and requests “ clarifications » to Ahmed Kogri. The latter, dismissed from the head of the National State Security Agency (ANSE) on February 21, is now private secretary to the president of the transition. He is targeted more directly by other leaders of the CPC in exile in Chad, also deprived of payments, who emphasize the lack of response to their requests.
On their behalf, Abakar Sabone requested an audience with Mahamat Idriss Déby, as well as with Ismaël Souleymane Lony, the new intelligence boss. In his letters, he states that under the road map, Angola had promised the sum of 13 million dollars over five years (nearly 8 billion CFA francs), notably for the installation and costs of support for the families of the signatories; but to date, of the 5.5 billion CFA francs placed in the bank, less than 3 billion have been given to them by ANSE, until fund transfers were frozen. They therefore wonder about the destination of the rest of this money.
Neither the Angolan nor the Chadian authorities responded to our requests last night.
