The Netherlands Authority for Consumers and Markets (ACM) determines the maximum rates that suppliers of heating networks can charge their customers. Eneco uses this rate. According to a spokesperson, it is not necessarily the case that energy costs have increased. In fact, variable costs have fallen. “People just don’t notice that because there was a price ceiling last year. Fixed costs have increased in the meantime,” the energy company acknowledges. This has to do with rising wages, higher material costs and administration costs. According to Eneco, the legal guidelines of the ACM are also followed for these costs.
