Official GazetteAccording to the regulation, which entered into force by being published, on the instructions of Minister of Health Kemal Memişoğlu, the Regulation on Private Hospitals was renewed from the beginning. It is implementing an inspection system that controls the compliance of the transactions in private hospitals for medical needs. The compliance with quality standards was controlled in routine inspections performed 3 times in the old regulation. In the regulation that entered into force, not only in terms of quality, but also the contents of medical transactions will be subject to inspection. 20 scientific commissions established by the Ministry will evaluate the compliance of transactions for medical needs. The scientific commissions will include leading experts in Turkey from each branch. Scientific commissions will consist of the following branches:
“Newborn Intensive Care, Adult Intensive Care, Family Medicine Orthopedics and Traumatology, Emergency Health Services, Gender Change, Medical Genetics, Organ Transplantation, Radiology Services, Brain and Nerve Surgery, Medical Oncology, Child and Adult Hematology, Ear Nose Throat, Gastroenterology and Obesity surgery, cardiology and adult cardiovascular surgery, eye diseases, gynecology and birth, chest diseases, medical laboratory services, oral and dental health services. ”
Except for the difference fees determined by SSI, a fee will be prohibited.
The beds and cadres allocated to private hospitals for health service provision are no longer the subject of transfer. With the new regulation, the licenses of private hospitals are canceled in case of determination of the execution of bed services in private hospitals, intensive care units and the services provided in clinics by third parties. Except for the difference fees determined by SSI in private hospitals, any fees are prohibited from the citizen. With the new regulation, an exorbitant price policy was prevented and a standard price policy was implemented. Prices will be based on SUT prices determined by SSI.
Private hospital New criteria have been introduced to those who want to open
For those who want to open a private hospital, important criteria were introduced. Those who are convicted of disgraceful crimes are prevented from opening hospitals and the ownership of the license can be limited to the re -opening of the hospital. Ministry of Health, ‘Healthy Türkiye Century’ program based on risk management, information -based, artificial intelligence used multiple and transparent control mechanism. Artificial intelligence -supported inspections will be carried out in private hospitals. In this way, irregularities will be prevented.
Quality accreditation was made compulsory
Ministry of Health, private hospitals ‘Turkish Health Services Quality and Accreditation Institute’ made by the accredited by the compulsory. There are 7 dimensions, 32 sections, 58 standards and 244 evaluation criteria in health accreditation standards. This accreditation certificate will be given for three years and will be checked every year. For the first time in history, quality accreditation was made compulsory in addition to routine inspections. 7 dimensions in health accreditation standards consist of health services, patient experience, emergency management, healthy working life, management and organization, performance measurement and quality improvement, support services.
Citizens will be able to evaluate the service received from private hospitals
Citizens to inform the satisfaction of the health service received from private hospitals ‘Ministry of Health Communication Center’ and integrated character labels in private health facilities were made compulsory. Thanks to this application, citizens will be able to notify the Ministry directly. Specialist physicians, provided that they close their practice in private hospitals, provided the opportunity to work without looking for staff. In addition to the number of physicians working with licensed hospitals, physicians who close the practice will be offered to work without being required to work. Pharmacy technician, radiotherapy technician and electronurophysiology technician in private hospitals become compulsory. For the first time in history, a necessity will be applied for these cadres. Private hospitals will have to have an auditable transfer ambulance registered to the ambulance service that will serve 24 hours.
With the new application, it is aimed to prevent registration and to provide accessible health care to the citizen. In cases that constitute a necessity, especially the risk of earthquakes, it will be provided to transport private hospitals to safe buildings. It is aimed to provide services in hospitals with earthquake resistant, advanced physical facilities. If they want to open a palliative care bed to private hospitals, it is aimed to provide health care by patients who need care by providing convenience. (DHA)
