In this case, four young men, three minors and one adult, were indicted for murder. They were all placed in pre-trial detention.

There is a need for a burst of authority. We are ready to give it », asserted Gabriel Attal, who was accompanied by the Ministers of Education, Nicole Belloubet, and of Justice Éric Dupond-Moretti. Several avenues were discussed with a view to consultation on violence among minors which should lead to the adoption of measures within two months: the introduction of fines against parents who do not go to the summons of the juvenile judge or even community service for the parents “ defaulters “. Control of screens and social networks

Gabriel Attal also affirmed that a commission would make proposals by the end of the month to regulate the dependence of young people on screens, considered partly responsible for the “ derivative » from some young people.

A new law on controlling the age of young people registered on social networks, with a numerical majority set at 15 years, could see the light of day.

Authority at school and secularism

Gabriel Attal, who spoke before his speech with the teams and beneficiaries of the Maison des Jeunes et de la Culture de Viry, also announced that disruptive students should be “ sanctioned » in obtaining their school diplomas. Mitigation of minority excuses?

On the judicial aspect, the head of government said he was ready to open the debate on “ mitigations to the minority excuse » in criminal convictions and on the possibility of “ establish an immediate appearance in court for young people aged 16 and over, so that they have to answer for their actions immediately like adults “.

The Minister of Justice, Éric Dupont-Moretti, will also consider the implementation of “ an immediate appearance in court for young people aged 16 and over » instead of 18 years old.

A measure of “ criminal composition » would allow the implementation of a sanction without trial against a minor over the age of 13 if the latter recognizes the facts and accepts the sanction.

A little more than three months after his appointment, the former Minister of Education is in line with his general policy declaration.
