If during the first round of the election on Sunday April 10, the first estimates fell as early as 8 p.m., i.e. when the last polling stations closed, the results published by the Ministry of the Interior came later. . Indeed, they are refined over the counting, especially in large cities where the final results can take time to be transmitted, confirmed and then distributed by the services of the place Beauvau. For 100% of the ballots to be counted, it was necessary to wait until the night of Sunday 10 to Monday 11. When are the results of this election validated? After the counting, the announcement of the results goes through a report which is redirected by the secretary of the office immediately after the counting and in the presence of the voters. It makes it possible to trace the course of operations, but also all possible complaints from voters or delegates. It is only once the minutes have been drawn up that the result is proclaimed in public by the president of the office and displayed in the voting room. The number of voters registered on the lists, the number of voters (which counts blank or invalid votes), votes cast, but above all the number of votes (votes) received by each candidate, are thus communicated.
Then, the confirmation comes three days later, a role that falls to the Constitutional Council. This Council ensures the regularity of the vote and examines any complaints. Respectively on April 13 for the first round and April 27 for the second, this Council will render a decision validating the results of the election and establishing, in the first case, the two candidates entitled to stand in the second round and proclaiming, in the second, the new president.
How does the count work?
The counting begins the minute the voting operations are closed. It takes place publicly and is carried out by the scrutineers called upon during the day. When the ballot box is opened, they proceed by first counting the signatures, to compare their number with that of the number of envelopes and the number of ballots without envelopes. Then, the envelopes containing the ballots are grouped in packets of 100, before each packet is introduced into a large envelope. These envelopes are then sealed and signed by the president of the polling station and by at least two assessors, before being distributed among the counting tables and opened by the scrutineers.
Then, the 1st scrutineer opens each envelope: he unfolds the ballot and passes it to a 2nd scrutineer who reads it aloud. Then place the last two scrutineers who note the number of votes on result sheets. Finally, they sign the result sheets before returning them to the office with the ballots and envelopes whose “validity seemed doubtful”, according to the official site of the French administration. It is then up to the polling station to decide on the validity of each ballot and envelope.
Does the time of announcement of the results depend on the region?
No. The time of communication of the official results of the presidential election does not depend on the city or the region. The results are unanimously released at 8 p.m. sharp, knowing that they are refined as the evening progresses. On the other hand, the closing of polling stations depends on the location. In fact, there are 70,000 polling stations open in France and abroad for the presidential election: they are not all set to the same time frame. If the opening of the polling stations takes place at 8 a.m. for everyone, the closing of the poll thus depends on the prefectural decree of the place: it can be at 6, 7 p.m., as at 8 p.m. It is up to the president of the polling station to publicly state the closing time of the ballot: at this time, no vote can be collected.
Which territories are affected by the late closing? In the vast majority of cities, polling stations close at 7 p.m. on Sundays. In mainland France, on the other hand, the closing does not take place until 8 p.m. as in Paris, Lille, Bordeaux, Marseille, Toulouse, Nantes or Nice. This differentiation takes place proportionally, due to a larger number of voters in these territories. The polling stations also adapt to the time zone: voters in Guadeloupe, Guyana, Martinique, Saint-Barthélemy, Saint-Martin, Saint-Pierre-et-Miquelon and French Polynesia are called from Saturday and the ballot is there. generally closed at 7 p.m. local time, although the Minister of Foreign Affairs may extend the closing time in some territories to a maximum of 8 p.m.
Announcement of the results on TV
At 8 p.m. on Sunday April 24, several public service TV channels will reveal the official results of the election to the French people. On TFI, election night will begin at 6:30 p.m., and the channel will return to the air at 10:30 p.m. It will be moderated by Anne-Claire Coudray and Gilles Bouleau. On France 2, it will begin shortly before the proclamation of the results: at 7:30 p.m. It will last 4h15 and will be hosted by Laurent Delahousse and Anne-Sophie Lapix. In both cases, political leaders are invited to react to the results and to debate them, while special envoys from the two channels will be sent to the streets of French cities and to the “backstage” of campaign headquarters, to collect the impressions of the activists.
