This is how the development works: Once you have evolved Pamo into Pamamo, you can use it as a buddy. Now feed it berries until it goes on an adventure with you.
Now it’s time to run, because: You only get Pamomamo if you run 25 kilometers with Pamamo as your buddy.
You also need 100 Pamo candies to evolve Pamamo into Pamomamo. If both requirements are met, you can carry out the development.

Pamamo is not developing? In the Pokémon GO subreddit called TheSilphRoad, a trainer shared the problem that his Pamamo was not evolving even though the 25 km requirement was met.
The solution: Apparently, removing Pamamo as a sidekick first helped. Then the development worked. You should try this if you have the same problem.
By the way: Pamamo also has a comparable development requirement in the games Crimson & Purpur. There it must have collected at least 1,000 steps in Pokémon Run mode. This is a mode where you just send your monsters off on your own, and they can even fight other Pokémon.
So the special evolution comes from a model from the main Pokémon games.
