PNRR Treu CNEL insufficient interventions to achieve gender equality

(Finance) – The Assembly of CNELchaired by the president Tiziano Treu in the presence of the Secretary General Francesco Tufarelli in the last meeting it discussed and approved the items on the agenda. Among these the document on the first results of the study on the impact assessment of PNRR on sustainable development, carried out in collaboration with ASVIS, focused on three issues considered to be priorities for the future: gender equality, intergenerational justice; territorial inequalities.

Because of pandemic in 2020 there was a clear decline in the condition female and employment, only partially recovered in 2021, resulting overall worse than in 2019. Compared to results positive achieved in the previous decade, female life expectancy at birth in 2021 is lower than in 2019 (-0.7 years); the relationship between the occupancy rates of women with pre-school children and women without children is lower (-2.4 percentage points); the female employment rate is 0.7 percentage points lower. The situation appears particularly alarming in the Noon also because, unlike other areas of Italy, in 2021 there was a further deterioration compared to 2020.

For what concern involuntary part-time, a profound disparity was recorded in 2021, which brings the female value (17.9%) to a more than double share compared to the male one (6.5%). Finally, the Report of feminization from the pay annual average of employees, which measures the ratio between the average annual salary of female employees compared to employees, does not show significant signs of improvement from 2010 to 2020, recording a value close to 68%. This theme will be the subject of the next meeting of the National Forum on Gender Equality set up at the CNEL.

“From the first results in our study, which will be published in the coming days, it emerges that the direct and indirect interventions envisaged by Goal 5 fail to achieve the ambitious objectives of the PNRR to promote the bridging of the gender gap, including female employment, the pay gap, entrepreneurship, the presence of women on boards of directors and at the top of organizations or, in the case of indirect ones, the availability of nursery schools and social services. We are at the beginning of the implementation of the Plan but, looking ahead, we do not see adequate results”, affirms the president of the CNEL Titian Treu.

The assembly also approved two important ones opinion schemeselaborated by Committee for the examination of European Union acts in the ascending phase on the “Proposal for a directive of the European Parliament and of the Council amending directive 2009/148/EC on the protection of workers against the risks associated with exposure to asbestos during the work, advisor Di Cesare as rapporteur; and on the Directive n. 2022/2523 aimed at ensuring an overall minimum level of taxation for multinational groups of companies and large-scale national groups in the Union – global minimum tax, speakers Gualaccini and Di Cesare. Among the other initiatives approved also the hypothesis of a legislative initiative for the introduction of the “Right to be forgotten oncology” and the establishment of a Commission for the development of prison labor.
