PNRR competitions, many eligible candidates left out: Anief appeals to the TAR

PNRR competitions many eligible candidates left out Anief appeals to

(Finance) – Important days for the candidates who took part in the Pnrr competitions (Ddg n. 2575/2023 for secondary school and Ddg n. 2576/2023 for nursery and primary school): several rankings, especially for the first cycle, have already been published. Others, in particular for secondary school, will be announced by the end of the month.

However, if the commissions are unable to produce the publication of the rankings by August 31, decree 71/2024, definitively approved a few days ago, has provided for hiring by the end of the calendar year (with publication of the rankings postponed to December 10). This is a derogation cwhich will allow thousands of winners to be placed in roles in the 2024-25 school year, even ifcausing more than a few problems to the continuity of teaching since they will take over the assigned schools when lessons have started even months ago.

The merit rankings will be composed of candidates that after the sum of the scores of the written test, oral test (plus any practical test) and evaluation of qualifications, they will be placed within the number of places advertised (therefore only a part of the eligible candidates will be placed in the ranking and for secondary school not even the qualification will be assigned): only the integration, within the limit of the places advertised, of the ranking is foreseen in the measure of any renouncements to the placement in role that subsequently occurred, with the candidates who have achieved at least the minimum score required to pass the competition tests

“Beyond the educational aspect, which in any case has a significant weight, and which probably deserved more attention – comments Marcello Pacificonational president of Anief – what we do not understand is why the school administration does not consider all the candidates who were found suitable at the end of the PNRR 2023 competition reserved for teachers to be qualified or suitable for teaching. Because the competitive procedures to become teachers usually provide for the automatic achievement of qualification and suitability by all candidates who have obtained the minimum threshold required by the announcement, which in the case of the PNRR 2023 competition is equal to 70 out of 100”.

“We are convinced, and for this reason we are appealing to the TAR of Lazio, that it is instead a right to obtain recognition of suitability and qualification for teaching: the objective of our action – concludes Pacifico – is therefore the qualification certificate for those who teach in secondary schools and the inclusion in the merit ranking of those eligible for the 2023 Pnrr competition for nursery school, primary school and secondary school teachers, through which they would be progressively placed in role”.

Anief reminds that “teachers who have achieved an overall score of at least 70/100 at the end of all the tests of the P teacher competition can participate in this appealNRR 2023 for curricular positions in Nursery, Primary and Secondary Schools as per DDG 2575/2023 and 2576/2023″.
