PMI Unimpresa the new rules for the Mandatory Anti lade

(Finance) – In less than two weeks the obligation for companies with registered office in Italy or with permanent organization in the country, of Stipulating insurance policies for the coverage of damage deriving from calamitous events such as floods, floods, flooding, earthquake and landslides. The deadline, initially set at 31 December 2024, was extended to March 31, 2025 by the decree-law of 27 December 2024, n. 2022.

This is what the explains the Study Center of Unimpresain a document in which it illustrates the details of the decree of the Ministry of Economy and Finance n. 18 of 30 January 2025, just published in the Official Gazette, which regulates the implementation of mandatory insurance schemes For catastrophic risks, in implementation of the Budget Law 2024 (law 30 December 2023, n. 213). The regulation establishes that the insurance premium will be determined in proportional to the risktaking into account the territorial location, the vulnerability of the insured goods, the historical series available, the maps of danger and the updated predictive models.

The prize will be subject of periodic updates and insurance companies must set risk tolerance limitsupdated annually, also considering the use of risk transfer mechanisms, including collaboration with SACE. Companies that will exceed tolerance limits must stop subscribing to new policies, informing VAT and publishing information on their sites. The regulation establishes that The failure to enter into the compulsory policy can negatively influence the assignment of future contributions, subsidies and public facilities, but without retroactive effects. According to the calculations of the Study Center of Unimpresa, the novelty will have a significant economic impact on small and medium -sized enterprises (SMEs). The annual costs of the policies, proportional to the risk of the area where the corporate offices are located, will be able to reach up to 12,000 euros for companies located in high risk areas, such as seismic areas or subject to frequent floods.

A SME with 500 square meters of headquarters and 15 employees will have to face variable costs based on the risk level: between 1,500 and 3,000 euros in low -risk areas, from 3,000 to 6,000 euros in medium -risk areas, and between 6,000 and 12,000 euros for companies in high -risk areas. For large companies with multiple establishments, the annual expenditure could exceed 30,000 euros. Policies must provide for franchises not exceeding 15% of the damage and premiums proportional to risk. The SMEs risk, in case of non -compliance with the obligation, of not being able to access contributions and public facilities, even in the event of calamitous events. If on the one hand the fixed costs represent a significant burden, on the other the insurance aims to reduce the risk of post-event failure and to guarantee a faster recovery of production activities.
