The answer lies in the story of Monster Hunter. In fact, a civilization this large existed before, in the form of the Kingdom of Schrade, which existed millennia before the events of the games. But what happened to it?
What kind of empire was that? The heart of this empire is Schrade Castle, surrounded by the two cities of Verudo in the west and Riveru in the east. The cities were built with huge weapons, guns and lookout towers against monsters and especially the Elder Dragons.
An elder dragon is a rare monster that is usually very aggressive towards humans. They do not have a special habitat, such as a Barroth in the desert and mud. In Monster Hunter World, they are referred to as destructive, living, breathing natural disasters.
The fall of the kingdom
What happened in Schrade? The official Monster Hunter wiki contains information about the fate of civilization. According to this, chaos broke out without warning: the elder dragon Fatalis flew over the country and enveloped the towns and villages as well as the settlement of Minegarde in raging fire.
Minegarde was an anchor point for guilds and hunters and home to some of the most advanced technologies.
This monster is a wyvern modeled on European mythology. With huge fireballs and spitting flame, Fatalis swept across the entire Schrade and single-handedly destroyed the once revolutionary and magnificent kingdom.
Only Schrade Castle still stands and has been the last sign of a former civilization since the great Wyvern disaster. The sky is drenched in bloody red and Fatalis still rules in his castle to this day.

How does this affect the games? Due to this event and the fact that much of the technology in Minegarde was destroyed, no major cities or empires are built to this day for fear of the forces of the Elder Dragons.
