In the new plan, all places are still redistributed, but there is no longer a lottery. The selection now takes into account the plans that an entrepreneur has, for example with sustainability. There is also branching. This means that a fishmonger must now be built again on the spot where there has been a fishmonger for years. And that also applies to flowers, bread and pizzas. In the original plan, a place was allocated for ten years. In the new plan, this has been extended to twelve years, so that entrepreneurs can more easily recoup their investments.
