Placed children in family homes with criminals in Skellefteå – the investigation shows deficiencies

It was during the summer of 2024 that a child was placed in a family home for a few days, before the municipality received an extract from the police load register. When the extract came, it was discovered that people in the family home were suspected of crime.

A notification was made according to Lex Sarah and the Social Committee appointed an external investigation.

The external consultant has reviewed 18 individual cases and found systematic deficiencies in the handling of children and young people who are the subject of emergency placements, repositioning and placements in family homes.

The children have not come to speak

Several of the decisions surveyed lack approval under the Social Services Act and in some cases the children have not been told about investments, even though the municipality itself emphasizes the importance of the children’s views.

There is no investment decision in all cases which do not refer to immediate disposal according to LVU.

– These deficiencies are serious. Both the politicians and the service persons want to act as well and legally as possible, especially when it comes to children, says Iosif Karambotis (S).

However, no more cases were found where the municipality failed to control extracts from the police’s suspicion and load register.

The call: Change the routines

The consultant urges the municipality to ensure that there are routines for the work on investments and investigations where children and family homes are to be matched together.

The consultant also emphasizes that the Social Committee should work for more approved on -call homes. The Board has developed a plan for it, including additional resources for the Family Home Unit.
